MANCHESTER, Iowa – April 30, 2019 – A pavement replacement project on U.S. 52/Iowa 3 will require closing the roadway to traffic from the north side of Dubuque to Luxemburg from 8 a.m. Monday, May 13, until Friday, Nov. 1, weather permitting, according to the Iowa Department of Transportation’s Manchester construction office.

During this closure traffic will be detoured (see map) around the work zone. The roadway will be unaffected on the west side from Holy Cross to Luxemburg, and on the east side from Rickardsville to Dubuque. Local access will be maintained between Rickardsville and Holy Cross, with differing closure points that will change every day. Information about the different closure points each day will be updated and can be found at the contractor’s Facebook page .

C.J. Moyna & Sons of Elkader is the prime contractor for this $8,900,000 project.

The Iowa DOT reminds motorists to drive with caution, obey the posted speed limit and other signs in the work area, and be aware that traffic fines for moving violations are at least double in work zones. As in all work zones, drivers should stay alert, allow ample space between vehicles, and wear seat belts.
