Program Projections Updated Based on FTA FY2005 Apportionments

FTA published the official FFY2005 apportionments yesterday, so we can replace the estimates that we were all using in our program discussions November 30th.  Pam has put together a summary table showing the Iowa transit numbers, by program, out of the Federal Register, plus such features as the intercity bus and planning set-asides out of 5311 and the peer pool set-asides for each peer group.  We are faced again this year with a situation where the programs have not been authorized for the full year by Congress, so she has indicated for each amount how much of the allocation can be applied for at this time.  Remaining funds will become available as they are authorized, either through passage of a reauthorization bill or through further extensions of TEA 21.

Pam also updated the suballocation figures that were discussed at the November 30th meeting.  Enclosed are updated tables showing: 1) 5310/5311 formula suballocations available to support operations in state FY2006, 2) suballocations of the half of the 5310/5311 peerpool that can be used for traditional capital or ACMI [plus carry-over amounts for those systems that did not program their suballocated funds last year],  and 3) suballocations of 5307 formula funding for the Governor’s Apportionment systems (50K-200K population) usable for operations support in either state FY2005 or FY2006 along with suballocations of both halves of the Governor’s Apportionment peerpool.

Because the State-wide bus earmark ended up with slightly less funds than we had been estimating, Pam has also adjusted the program listings of  5309 rollingstock and 5310/5311 rollingstock recommendations developed during those November 30th programming discussions.  (We lost two vehicles out of the state-wide 5309 list.  Since they were both 5310/5311 eligible, they were moved to the 5310/5311 list, and what had been the last two vehicles on that list dropped off.]

We anticipate sending an interim letter to FTA next week allocating the available Governor’s Apportionment funding to operating support projects for each community unless Pam hears that someone has other priorities.  (See discussion below.)

Programming of Peerpool Funds Needed by January 14th

Now that everyone has firm figures on peerpool suballocations, Pam is asking that you let her know by January 14th which projects (out of the approved STIP) you want to apply your new and/or carryover peerpool funds towards.  This information will be used to revise the current STIP to make the annual element fiscally constrained as required by federal law.  It will also be used in preparing our formal funding allocation letter to FTA for the Governor’s Apportionment 5307 funds and our state-wide application for 5310/5311 funds.  Unless we hear otherwise, we will assume that peerpool projects using the new funding will be deferred until the full year’s funding is authorized, so that available funds can go first towards operating support.  Should anyone wish to have a peerpool project using new funds programmed ahead of their operating project, please inform Pam by the 14th of this as well.
