FY2006 STA Projections Corrected
Pam reports that as she and our IT support team worked on checking out our new database and how it could feed stats directly into the STA formula, she discovered several minor errors in the data which had been compiled to produce the formula estimates presented at the IPTA meeting on November 30th. She has posted the corrected formula projections on our website and I am attaching them here. Several agencies will see very slight shifts in their projected funding.
New DBE Goal and Reminder on DBE Reporting
Because reported DBE accomplishments for state-wide FTA programs fell about 50% short of last year’s DBE goal, FTA rejected the proposed FY2005 goal which was presented at the November 30th IPTA meeting and is requiring all of us to shift half of next year’s goal to using “race conscious” means. The new goal will be 0.2% to be achieved through race conscious means and 0.2% to be achieved through race neutral means. Donna, Sam and JP will be communicating exactly how this will affect the procedural requirements for your transit procurements.
During the discussion, we discovered that many reports were under reporting payments to DBEs. One case in point, is that we know that several transit systems and/or subproviders contract with CJ Cooper Associates (which has been on the list of certified DBEs) for third party administration of their drug and alcohol testing programs, yet only one system reported anything. It is important that the accomplishments we have obtained be correctly reported in future cycles to avoid imposition of additional procedural requirements. We recognize that there is a need for clearer guidance on the reporting and will try to have this out to you before the next cycle of reports are due.
With a two pronged effort to both improve attention to DBE on the procurement side and to improve accuracies of reporting, we should have a good chance of meeting this year’s goals.
