Facilty Needs Analysis Request for Qualifications

The Iowa Department of Transportation’s (Iowa DOT) Office of Pubic Transit (OPT) is soliciting qualifications from firms with the expertise to conduct a statewide transit facilities needs analysis.  The successful proposer will undertake to inventory and perform an analysis of facilities used to maintain, manage, store and dispatch vehicles used to provide public transit services across Iowa.  It will be the responsibility of the successful proposer to work with the OPT’s staff, the Project Steering Committee (PSC), and managers  of Iowa’s 35 transit agencies to inventory and assess  facility  needs and to complete such work on or before December 15, 2005.  

Representatives of prospective proposers are encouraged to attend a non-mandatory, pre-proposal conference to be held at the Iowa DOT, 800 Lincoln Way, Ames, IA  50010 on April 8, 2005 at 10:00 AM.

Sealed Proposals will be accepted by OPT at the Iowa DOT, Ames, IA  50010 until 4:00 PM, Central Standard Time, April 26, 2005.  The OPT intends to negotiate a professional services contract with the firm that is evaluated to have the best qualifications to perform this needs analysis.  Firm qualifications will be scored using criteria detailed in the RFQ and use information submitted with each firm’s proposal; supplied by references; and obtained in interviews conducted with persons representing the team of those firms that are deemed to merit an interview with the PSC.

The OPT reserves the right to retain  each element of any proposal submitted. And, each proposal shall be made available as “public record” subsequent to OPT’s contract award or resolution of any protest thereof.

Any proposal received after the date/time specified above shall be considered late, and therefore not  responsive; shall not be opened; and the qualifications of that firm shall not be considered for award. 

The successful proposer will be required to comply with all applicable laws and regulations, including EEO/DBE requirements.  A 10% DBE goal has been established for this project. No proposal will be deemed responsive to this solicitation without documenting “good faith efforts” to achieve at least 10% participation in this project by a Certified DBE firm(s).  For a copy of the complete Request for Qualifications  and any other information please contact:
