Contract Submission Deadline Extended, Results of OPT Reviews

Final Extension of Deadline for Submission of FY07 Transit Contracts
Michelle has extended to March 9th the deadline for having FY07 contracts submitted to this office for review.  If there is contracted service for which a contract copy has not been received by that date, the first two quarters of FY07 stats will not be counted toward that system’s formula allocations for FY09.  Thereafter any contracts must be on-file with OPT by the deadline for submission of quarterly stats for those stats to be counted.

Results of OPT Contract Reviews
OPT staff have done preliminary reviews of all transit service contracts received to date.  Your assigned TPA will be contacting you in the next couple of days if there appeared to be problems between the way contracts were worded and how the services have been reported, or if we had other questions.  Note that if contracts do not address the open-to-the-public issue for the current year, this can be resolved by changing the reports to classify the service as “restricted” and it will still count toward the STA formula, but as of July 1, 2007, only open-to-the-public services will count toward either the state of federal funding formulas.  We would strongly suggest that you submit any new or revised FY2008 contracts for OPT review prior to July 1 to make sure you don’t lose any first quarter stats based on improper contract wording.
